Throughout the manual, links to the Greater Manchester SCB Inter Agency Procedures Manual have been made to a number of chapters. Users may find the chapters in Parts 3 and 4 of these LCSB Procedures particularly relevant alongside those within this procedures manual, and are encouraged to familiarise themselves with the Greater Manchester SCB Inter Agency Procedures Manual Contents List.

Before proceeding to the body of the manual, please read this Quick Guide.

AMENDMENT

This manual was amended in May 2018, see Section 3, Amendments and Planned Updates for a full list of the chapters which have been amended or new for this edition.

2. Status and Structure of the Manual and Planned Updates

Status of this Manual

This is an updated edition of your manual. The Manual includes Fostering and adoption chapters that are compliant with the 2013 Fostering and Adoption Regulations and Guidance as well as a ‘Single Assessment’ process (‘Children and Families Assessment’) required by ‘Working Together To Safeguard Children 2015’.

Structure of the Manual

The Manual is designed to contain all relevant procedures for Children’s Social Care, including:

  • Referral and Assessments of Children in Need;
  • Preventive/Family Support Services;
  • Court Proceedings and Decision to Look After;
  • Looked After Services, including Placements and Leaving Care;
  • Fostering and Adoption;
  • Children’s Disability.

Policies and Procedures

We have created a ‘one stop shop’ for all Salford’s policies, values and principles, see Policies, Values and Principles (Values).

The idea is that users read/familiarise themselves with this Chapter before going to the body of the manual, procedures should be read in the context of these policies, values and principles.

The manual is accessed by practitioners from varying agencies, who may find terms that they are not familiar with. Therefore, a large glossary (Keywords) of terms is available such as Significant Harm (Try it: click on the highlighted text). We call them 'Keywords'.
